Context

Under the direct supervision of the Deputy Regional Director for Operations, and in close coordination with the Regional Thematic Specialist (MPX), Chief of Missions, Project Focal Points/Managers, relevant colleagues at the Regional Office (RO) and Headquarters (HQs), the Protection Programme Coordinator Regional Development and Protection Programme (RDPP) who will coordinate the implementation of regional protection projects managed by the Regional Office Middle East and North Africa (MENA) Regional work package under the Phase VII of the RDPP – Protection window, provide technical support to field colleagues in core areas of interventions and support protection mainstreaming across IOM programmes in the MENA region.

Responsibilities

In coordination with the relevant HQ specialists, Regional Thematic Specialists, and field colleagues ensure efficient management and implementation of all the components of the Regional work package under the Phase VII of the Regional Development and Protection Programme – Protection window and other regional protection projects as assigned , including ensuring sound monitoring and evaluation and regular reporting mechanisms are utilized.
Develop, maintain and monitor detailed work plans, procurement plans, expenditure plans and other necessary tools for timely delivery of the activities of the projects in coordination with the respective Project Focal Points/Managers and provide regular updates to IOM offices, including but not limited to, the Regional Offices in Cairo, Brussels, Donor Liaison Office and respective donors.
Monitor the implementation of the work plans, including financial monitoring in close coordination with Resource Management Officer (Regional Projects) and take appropriate action to increase effectiveness and targeted well-paced use of resources.
Provide technical direction and supervision to the project Protection Officer and other project staff; ensure the timely recruitment and briefing of project staff and consultants required for the implementation of the project activities.
Ensure high quality of technical expertise and coherence and quality of data and information provided in response to internal and external requests on the programme (senior management, third party monitoring/ROM, donor inquiries, regional briefings, situation report updates, etc.).
Prepare progress, narrative and other project reports for submission to donors (in accordance with IOM and donor reporting procedures) and ensure proper information exchange in all operational aspects of the programme between IOM, project partners, the donor and other stakeholders.
Establish and maintain strong partnerships and liaison on project relevant topics with Government entities and with the donors, other implementing partners, UN agencies and other stakeholders in the project’s target countries, providing frequent updates and briefings.
Ensure proper coordination and synergies with other national, regional and global Protection projects – including national work packages under the Phase VII of the Regional Development – Protection window and Protection Programme and the Migrant Protection Return and Reintegration Programme for North Africa, in terms of protection approach, intervention strategies, and analysis and information development, in line with the RO MENA Regional Strategy and IOM Strategic Vision and IOM Protection Approach and guidance.
Manage and coordinate the sharing of information, and collection of best practices on protection work relevant to the RDPP. Ensure that new policies and practices developed at the global level or in other regions are integrated in the project/s under responsibility and feed into such policies and practices as required.
Support national, regional and global Protection work and initiatives including the development of programming opportunities, advocacy, and capacity building (as related to protection of migrants, displaced populations, and host communities) based on knowledge and expertise generated from projects under responsibility including in cooperation with the Senior Regional Migrant Protection Thematic Specialist.
Represent IOM and RO MENA at relevant taskforces, regional coordination mechanisms, seminars, conferences and meetings, as well as other events aimed at promoting IOM’s image and activities with regards to the project/s under responsibility and undertake field visits and duty travel as required.
Perform such other duties as may be assigned.
Qualifications

Required Qualifications and Experience

Education

Master’s degree in Political or Social Science, Migration Studies, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

Work experience in the MENA region in particular North Africa is an asset;
Sound knowledge of protection, refugee and migration related issues, including economic and social conditions of migrants in in North Africa ;
Excellent knowledge of technical cooperation principles, concepts and techniques;
Good knowledge of financial and administrative management;
Effective resource management and mobilization skills;
Excellent writing, communication and negotiation skills; and,
Ability to prepare clear and concise reports.
